Đất Xanh Nam Trung Bộ / Dự Án Bình Định

[/av_heading] [av_textblock size=’15’ font_color=” color=” av-medium-font-size=” av-small-font-size=” av-mini-font-size=” admin_preview_bg=”] (Xây dựng) – Dự án xây dựng đường bộ cao tốc Khánh Hòa – Buôn Ma Thuột (giai đoạn một) dự kiến sẽ khởi công trước ngày 30/06/2023.

Dự án cao tốc Khánh Hòa – Buôn Ma Thuột hoàn thành kỳ vọng sẽ tạo bứt phá trong phát triển kinh tế – xã hội giữa miền biển – rừng.

Theo đó, Dự án thành phần 3 thuộc Dự án cao tốc Khánh Hòa – Buôn Ma Thuột (giai đoạn 1), có tổng chiều dài 48km. Điểm đầu tại Km 69+500 (thuộc địa bàn huyện Ea Kar, tỉnh Đắk Lắk), điểm cuối tại Km 117+500 (thuộc địa bàn huyện Krông Pắk, tỉnh Đắk Lắk). Với tổng mức đầu tư là 6.485 tỷ đồng, do Ban Quản lý dự án đầu tư xây dựng công trình giao thông và nông nghiệp phát triển nông thôn tỉnh Đắk Lắk (gọi tắt là Ban QLDA) làm chủ đầu tư.

Giai đoạn 1 được đầu tư với quy mô 04 làn xe phân kỳ, tốc độ khai thác đạt 80km/h. Riêng đối với làn dừng khẩn cấp được bố trí không liên tục với khoảng cách từ 4 – 5 km/vị trí, bảo đảm an toàn khai thác (phù hợp Quyết định số 5109/QĐ-BGTVT ngày 31/12/2014 của Bộ Giao thông vận tải).

Thời gian chuẩn bị đầu tư, thực hiện Dự án từ năm 2022, cơ bản hoàn thành một số đoạn tuyến có lưu lượng giao thông lớn năm 2025, cơ bản hoàn thành toàn tuyến năm 2026 và hoàn thành đưa vào khai thác đồng bộ toàn bộ Dự án năm 2027. Ban QLDA đã hoàn thành việc lựa chọn nhà thầu (hình thức chỉ định thầu) và ký hợp đồng đối với 05 gói thầu tư vấn bước chuẩn bị đầu tư theo quy định.

Theo Ban QLDA, ngày 20/12/2022, đã hoàn thành bàn giao cọc giải phóng mặt bằng (GPMB) toàn tuyến đáp ứng theo tiến độ của Nghị quyết 89/NQ-CP của Chính phủ. Về công tác GPMB, tái định cư cho người dân tại các huyện có cao tốc đi qua cụ thể như sau: Huyện Ea Kar, đã triển khai thông báo thu hồi đất đạt 70%; Công tác trích lục đạt khoảng 70% và công tác kiểm đếm đạt 15%.

Huyện Krông Pắk đã triển khai thông báo thu hồi đất đối với các hộ gia đình cá nhân đạt 95%; công tác kiểm đếm được khoảng 70%; công tác trích lục đạt khoảng 60% (Đối với diện tích đất hiện nay, các công ty nông lâm nghiệp đang được UBND tỉnh cho thuê đất chưa thực hiện việc cung cấp trích lục và thông báo thu hồi đất).

Công tác khảo sát đã hoàn thành 100% đối với các hạng mục khảo sát: thi công, lắp đặt hệ thống mốc mạng, khảo sát địa hình, thu thập số liệu, khảo sát thủy văn, khảo sát giao thông và dự báo, khảo sát địa chất, khảo sát mỏ vật liệu xây dựng, bãi thải…

Trong báo cáo mới nhất của UBND tỉnh Đắk Lắk gửi Bộ Giao thông vận tải, khó khăn vướng mắc hiện nay là Bộ Tài nguyên và Môi trường chưa có kết quả phê duyệt báo cáo đánh giá tác động môi trường để chủ đầu tư tổng hợp trình phê duyệt dự án.

Hồ sơ Báo cáo nghiên cứu khả thi đã được Cục Quản lý đầu tư xây dựng

thẩm định tại Công văn số 100/CQLXD-QLXD3 ngày 16/01/2023. Tuy nhiên,

theo nội dung thẩm định của Cục Quản lý đầu tư xây dựng còn một số nội dung chưa thống nhất với hồ sơ về quy mô và tổng mức đầu tư do chủ đầu tư trình. Do đó, việc thẩm định phê duyệt hồ sơ Báo cáo nghiên cứu khả thi Dự án thành phần 3 thuộc Dự án đầu tư xây dựng đường bộ cao tốc Khánh Hòa – Buôn Ma Thuột (giai đoạn một) chưa thực hiện đảm bảo theo tiến độ đề ra.

Chính những lý do trên, UBND tỉnh Đắk Lắk kính đề nghị Thủ tướng Chính phủ, Bộ Giao thông vận tải xem xét, có ý kiến chỉ đạo đối với các nội dung báo cáo của UBND tỉnh Đắk Lắk tại Công văn số 574/UBND-CN ngày 19/01/2022 để có cơ sở triển khai phê duyệt dự án đảm bảo tiến độ chung của dự án theo Nghị quyết 89/NQ-CP ngày 25/7/2022 của Chính phủ.

Cao tốc Khánh Hòa – Buôn Ma Thuột có tổng chiều dài hơn 117km, được chia làm 3 thành phần với tổng mức đầu tư trên 20.000 tỷ đồng.

Theo báo cáo, Dự án cao tốc Nha Trang – Buôn Ma Thuột có tổng chiều dài hơn 117km. Gồm 3 dự án thành phần: Dự án thành phần 1 (Km0+000 – Km32+000) với chiều dài khoảng 32km thuộc địa phận tỉnh Khánh Hòa, tổng mức đầu tư dự kiến khoảng 5.632 tỷ đồng, do UBND tỉnh Khánh Hòa là cơ quan chủ quản thực hiện.

Dự án thành phần 2 (Km32+000 – Km69+500) với chiều dài khoảng 37,5km trên địa bàn 2 tỉnh Khánh Hòa và Đắk Lắk, tổng mức đầu tư dự kiến khoảng 9.818 tỷ đồng, do Bộ Giao thông vận tải là cơ quan chủ quản thực hiện.

Dự án thành phần 3 (Km69+500 – Km117+866) với chiều dài khoảng 48,5km trên địa bàn tỉnh Đắk Lắk, tổng mức đầu tư dự kiến khoảng 6.485 tỷ đồng, do UBND tỉnh Đắk Lắk là cơ quan chủ quản thực hiện.
