[/av_heading] [av_textblock size=’15’ font_color=” color=” av-medium-font-size=” av-small-font-size=” av-mini-font-size=” admin_preview_bg=”] Thành phố Nha Trang được định hướng là đô thị du lịch biển quốc gia và quốc tế; đô thị hạt nhân, trung tâm hành chính – chính trị, kinh tế, văn hóa, khoa học kỹ thuật của Khánh Hòa.

UBND tỉnh Khánh Hòa vừa có Tờ trình gửi Bộ Xây dựng về việc thẩm định Đồ án Điều chỉnh Quy hoạch chung thành phố Nha Trang, tỉnh Khánh Hòa đến năm 2040.

Theo đó, UBND tỉnh Khánh Hòa cho biết, hồ sơ đồ án quy hoạch sau khi hoàn thành đã được tổ chức lấy ý kiến các cơ quan, tổ chức, cá nhân, cộng đồng dân cư, HĐND thành phố Nha Trang và huyện Diên Khánh, các sở, ngành có liên quan trên địa bàn tỉnh.

Việc tổ chức lấy ý kiến cộng đồng dân cư và báo cáo thông qua HĐND cùng cấp về nội dung đồ án đã được Sở Xây dựng phối hợp với các địa phương liên quan triển khai thực hiện, hoàn thành theo quy định.

Nội dung đồ án đã được UBND tỉnh chỉ đạo Sở Xây dựng báo cáo Thường trực Ban chỉ đạo công tác lập quy hoạch tỉnh Khánh Hòa, Ban Thường vụ Tỉnh ủy Khánh Hòa và Ban Chấp hành Đảng bộ tỉnh Khánh Hòa.

Phạm vi nghiên cứu lập quy hoạch có tổng diện tích khoảng 27.502,5 ha. Trong đó, 26.622,5 ha thuộc quy hoạch thành phố Nha Trang (gồm 25.422,5 ha tổng diện tích tự nhiên hiện nay của thành phố Nha Trang và khoảng 1.200 ha diện tích mặt biển khớp nối để quản lý). Khoảng 880 ha còn lại thuộc 4 xã/thị trấn (các xã Diên An, Diên Toàn, Suối Hiệp và thị trấn Diên Khánh) của huyện Diên Khánh (diện tích nghiên cứu lập quy hoạch tăng khoảng 955,5 ha so với diện tích được phê duyệt quy hoạch tại Quyết định số 1369/QĐ-TTg ngày 25/9/2012 của Thủ tướng Chính phủ, do bổ sung diện tích mặt biển để khớp nối toàn bộ diện tích liên quan thuộc thành phố Nha Trang và làm xo, hiệu chỉnh số liệu diện tích tự nhiên liên quan phạm vi ranh giới thuộc thành phố Nha Trang và huyện Diên Khánh theo số liệu thống kê hiện nay), được giới hạn: Phía Bắc giáp huyện Ninh Hòa; phía Đông giáp biển Đông; phía Tây giáp Quốc lộ 1A cải tuyến – đoạn qua huyện Diên Khánh; phía Nam giáp huyện Cam Lâm.

Thời gian lập quy hoạch đến năm 2040. Tính chất là đô thị du lịch biển quốc gia và quốc tế; đô thị hạt nhân, trung tâm hành chính – chính trị, kinh tế, văn hóa, khoa học kỹ thuật của tỉnh Khánh Hòa; trung tâm kinh tế, khoa học kỹ thuật, giáo dục đào tạo và y tế của vùng Duyên hải Nam Trung Bộ và Tây Nguyên; trung tâm du lịch, thương mại – tài chính, dịch vụ hàng hải của vùng Nam Trung Bộ và cả nước; có vai trò và vị trí quan trọng về an ninh quốc phòng, bảo vệ môi trường biển.

Đến năm 2030, khu vực lập quy hoạch có quy mô dân số khoảng 640.000 người (trong đó dân số thường trú khoảng 496.000 người, dân số quy đổi khoảng 144.000 người); đến năm 2040 khoảng 780.000 người (trong đó dân số thường trú khoảng 570.000 người, dân số quy đổi khoảng 210.000 người).

Đồ án Điều chỉnh Quy hoạch chung thành phố Nha Trang đến năm 2040 sẽ đóng góp tích cực vào việc thực hiện hóa tầm nhìn phát triển chung của tỉnh Khánh Hòa là trở thành một tiêu chuẩn mới về chất lượng sống, làm việc và du lịch; Nha Trang là đô thị xanh, sạch và phát triển bền vững, có dịch vụ đa dạng, du lịch đẳng cấp gắn với giá trị cảnh quan thiên nhiên và văn hóa đặc sắc; là một trung tâm du lịch sự kiện tầm cơ quốc gia và quốc tế, trung tâm chăm sóc sức khỏe, điều dưỡng áp dụng công nghệ cao tầm cỡ quốc tế; là một trung tâm nghiên cứu sáng tạo gắn với môi trường sống thân thiện, trong lành, giàu giá trị văn hóa, nhân văn của cả nước và khu vực.

Tại Tờ trình trên, UBND tỉnh Khánh Hòa cũng đề ra 5 chiến lược phát triển cụ thể, gắn với từng ngành và lĩnh vực, như chiến lược bảo vệ môi trường và thích ứng với biến đổi khí hậu, bảo tồn và phát huy các giá trị di sản thiên nhiên; chiến lược phát triển văn hóa – xã hội; chiến lược phát triển thành phố thông minh; chiến lược đa dạng hóa hoạt động kinh tế, phát triển kinh tế bền vững; chiến lược phát triển du lịch – ngành kinh tế chính của thành phố.
