[/av_heading] [av_textblock size=’15’ font_color=” color=” av-medium-font-size=” av-small-font-size=” av-mini-font-size=” admin_preview_bg=”] UBND tỉnh Khánh Hòa đã thống nhất với Bộ Giao thông vận tải (GTVT) về phương án đầu tư cao tốc Khánh Hòa – Buôn Ma Thuột. Dự án sẽ được đầu tư xây dựng giai đoạn 2021 – 2025, làm hoàn thiện một lần, không phân kỳ đầu tư; qua đó tạo động lực để phát triển khu vực kinh tế Nam Vân Phong và kết nối với các tỉnh Tây Nguyên.

Mới đây, tại buổi làm việc giữa UBND tỉnh với Bộ GTVT, đơn vị tư vấn thực hiện dự án cao tốc Khánh Hòa – Buôn Ma Thuột đã đưa ra 3 phương án đầu tư. Theo đó, phương án 1: Đầu tư hoàn thiện ngay từ đầu với 4 làn xe, mặt đường 24,75m (mỗi làn 3,75m). Phương án 2: Đầu tư 8km từ Quốc lộ 1 đến đường cao tốc Bắc – Nam phía đông có quy mô 4 làn hoàn thiện 24,75m; đoạn còn lại từ đường cao tốc Bắc – Nam phía đông đến cuối tuyến dài 110km đầu tư quy mô mặt đường 13,5m (2 làn, mỗi làn 3,5m), hoàn thiện quy mô 24,75m tại thời điểm thích hợp. Phương án 3: Đầu tư quy mô mặt đường 4 làn cao tốc hạn chế 17m, hoàn thiện quy mô 24,75m tại thời điểm thích hợp. Qua đánh giá sơ bộ phương án tài chính, trên cơ sở quy mô giai đoạn hoàn thiện của dự án, kết quả dự báo nhu cầu vận tải, đáp ứng yêu cầu về sự cần thiết đầu tư và khả năng hỗ trợ của ngân sách nhà nước, đơn vị tư vấn kiến nghị phân kỳ đầu tư theo phương án 2.

Theo Quyết định số 1454 ngày 1-9-2021 của Thủ tướng Chính phủ về việc phê duyệt Quy hoạch phát triển mạng lưới đường bộ thời kỳ 2021 – 2030, tầm nhìn đến năm 2050, giữa Tây Nguyên với Nam Trung Bộ, có các tuyến: Nha  Trang – Liên Khương (Lâm Đồng) và Liên Khương – Buôn Ma Thuột đầu tư sau năm 2030; cao tốc  Khánh Hòa – Buôn Ma Thuột đầu tư giai đoạn 2021 – 2025. Như vậy, tuyến cao tốc nối Khu Kinh tế Vân Phong với TP. Buôn Ma Thuột – trung tâm vùng Tây Nguyên được đánh giá là cần thiết và cấp bách, ưu tiên  đầu tư sớm nhất trong khu vực.

Ông Nguyễn Tấn Tuân – Phó Bí thư Tỉnh ủy, Chủ tịch UBND tỉnh đánh giá, việc đầu tư cao tốc Khánh Hòa – Buôn Ma Thuột là hết sức cần thiết. Hiện nay, tỉnh tổ chức lập quy hoạch Khu Kinh tế Vân Phong, đây được xác định như động lực phát triển kinh tế mới của tỉnh. Trong khi đó, cao tốc Khánh Hòa – Buôn Ma Thuột kết nối trực tiếp vào tuyến đường chính Quốc lộ 26B đi đến khu vực Nam Vân Phong, nơi có Khu Công nghiệp Ninh Thủy, cảng biển, nhà máy nhiệt điện… Tỉnh thống nhất cao với việc đầu tư dự án theo phương án 1. Đồng thời, đề xuất Bộ GTVT chỉnh trang nâng cấp mở rộng Quốc lộ 26B để đồng bộ với mặt đường cao tốc. Với phương án đầu tư đề xuất làm một lần, không phân kỳ, tỉnh sẽ quyết tâm vận động nhân dân giải phóng mặt bằng sớm sau khi được thống nhất đầu tư.

Thứ trưởng Bộ GTVT Lê Anh Tuấn yêu cầu đơn vị tư vấn tiếp thu các ý kiến góp ý của địa phương để hoàn thiện phương án đầu tư. Khi có văn bản chính thức của UBND tỉnh, Bộ GTVT sẽ tham mưu Chính phủ trình Quốc hội thẩm định đầu tư dự án.

Theo đó, Dự án cao tốc Khánh Hòa – Buôn Ma Thuột có chiều dài khoảng 118km, điểm đầu từ nút giao giữa Quốc lộ 26B và Quốc lộ 1 (thị xã Ninh Hòa); điểm cuối giao cắt tại khoảng Km12+450 đường Hồ Chí Minh tránh phía đông TP. Buôn Ma Thuột (tỉnh Đắk Lắk). Quy mô dự án 4 làn xe, đầu tư trong giai đoạn 2021 – 2025, vận tốc thiết kế 80 – 100km/giờ. Quy mô mặt cắt ngang: Giai đoạn hoàn thiện đường cao tốc 4 làn xe là 24,75m. Tổng nhu cầu sử dụng đất và tài nguyên theo quy mô hoàn chỉnh hơn 1.000ha. Tổng mức đầu tư dự kiến theo các phương án từ hơn 23.200 tỷ đồng đến 25.700 tỷ đồng. So với đề xuất trước đó, tổng chiều dài tuyến đường dài hơn 8km, thay vì kết nối vào cao tốc Bắc – Nam đoạn Nha Trang – Cam Lâm sẽ kết nối đến nút giao Quốc lộ 26B; quy mô giảm từ 6 làn xe (đoạn đầu tư hoàn chỉnh) xuống còn 4 làn xe.
